It has nothing to do with being a good employer. It has to do with making the best impression. Interrupting your interview because you need to pee doesn't make a great first impression. It interrupts the first impression to discuss urinating. Doesn't matter how nice the employer is or how little they care about you going to the bathroom - if you want to maximize your chances, you don't ask to urinate during an interview.
